Mm, their usual target are young people with supernatural abilities. They're easier to control, manipulate, and train.

Typically they target those who people won't make much fuss about if they go missing. Orphans, runaways, unwanted children, and the like.

So they ARE a cult.

Essentially. Though I'd say they worship power more than any deity.

One of their dreams was to obtain a god possession that'd be under their control.
