Great question! These items would definitely be acceptable as world regains as crafting mats! As for their point range, the items that you link I think it would fall in the 4-6 point range as a world regain.
4 points would be for the items that don't actually provide any useful magical benefit regardless of how they look. Basically if they look like they're magical but they behave like normal metal or fiber, they'd fall under 4 points.
Meanwhile if they do contain any mild magical properties besides aesthetics (like they got some magical resistance, or they glow bright enough to be used as a light source), they would be priced at about 6 points.
As for your second question, yep they can definitely do that! As long as the total is 8 points or fewer a month, you're welcome to use it on smaller world regains!
