As for the relatively short lifespan: according to our canon research, that short timeframe is at least 3 to 5 years (as seen when Ted gave up his true rune for several years with no real ill effect) which we feel is more than an adequate amount of time for Geddoe to find an alternative solution to keep him surviving. Otherwise, you're welcome to app him as an AU. If you wish for him to have the power of immortality as part of his backstory (or to regain it as an OU), that's part of the kaisou power listings that's available to everyone. It just wont' be through the True Rune.
Yes, common runes can be regained normally. the pricing of them will scale purely on their power levels, as summarized on the regain page.
Stunning in real life usually only works for a couple seconds unless you cause someone serious injury. If that's what you mean by stunning/paralyzing, then yes that's fine to not need regain points for that. However if the effect lasts longer- then it'll cost regain points. Please use your best judgement on that.
