Mild correction, it's new contract slots that are 2 points a piece. For example if she has a contract with Sei but she drops and another Servant shows up - they'd just take Sei's slot and you won't need to put in for more points. That said, you can only have 4 contracts going at a time (meaning she can only have contracts with up to four servants maximum).
Besides that, the point list looks correct!
As for the shadow servant templates, much like the contract slots I'm going to limit her to four shadow servant templates that she can obtain. In addition to that, she can only actively use as many Shadow Servant templates as she has open contract slots for (for instance since she has contracts with Sei and Gilgamesh - she can only summon up to 2 shadow servant templates to use). We're going with four because it lines up with the other characters with pact-based power limits.
