Neither, actually! Lightning is currently considered non-elemental so it is not affected by the element system. Though if you wanted to gain =abilities that look more like lightning, probably go with Light.

That said, you could regain Denki's canon quirk that would give him electrical resistance. It would work against any source of electricity/lightning, not just quirk-based ones.
