Katsuki can gain his elemental ability at any time after September 1st. At any time after this date, he will also find his hero costume stuffed inside his pillowcase. He'll find the All Might trading card in a pack of his favourite snacks (or INSIDE his favourite snack if you prefer, chewy!) weirdly the package says nothing about a free prize.
